This is not a Caucasian guy. He is African, Congolese and would normally be dark-skinned. You see a number of them around and it's hard not to stare because for all purposes, they look white with blue eyes, blond hair, and very fair skin. This does not bode well for them as they are marginalized in society and are usually quite burned by the sun due to inadequate protection. e
